专家评议

近日，国家科技基础条件平台中心组织专家组，对中国计量科学研究院承担的国家科技基础条件平台子项目《国家标准物质资源共享平台建设》的开放共享情况进行了评议。此次评议的目的是为了贯彻科技部、财政部《关于进一步推动国家科技基础条件平台开放共享工作的通知》精神，推动国家科技基础条件资源平台尽快开展共享运行服务。按照通知要求，中国计量科学研究院对平台的资源整合与开放共享制度等开展自查、落实、形成了完整的开放共享工作总结报告。经国家科技基础条件平台中心的批准，成为在建的34个平台中首批接受评审的9个平台之一。 　　该平台在国家质检总局科技司和计量司的领导和推动下，通过建立规范的标准物质资源整合机制，整合了国内全部5000余种有证标准物质信息资源，并可随时提供4000余种标准物质实物资源。截止2008年底，累计实物资源共享量达85万份，有力支撑了科技创新及环境保护、食品安全等各项民生事业的发展。 　　专家组听取了平台负责人李红梅所做的《标准物质资源共享平台开放共享落实情况》的报告，观看了《国家标准物质信息平台》网站功能演示，审阅了《国家标准物质资源共享平台开放共享情况总结报告》以及相关资料，现场检查了国家标准物质实物库及资源共享服务情况后，对平台的建设成果以及在资源质量保证、评价与国际互认、资源更新维护、共享服务模式等方面形成的鲜明特色给予了高度评价，并建议对国家标准物质实物库今后扩大规模给予支持。专家组成员按照评议要求，对平台在资源整合、共享机制、服务效果方面的情况给予评议，并最终形成了专家组综合意见，该意见将为科技部、财政部确定平台转入运行服务阶段提供决策参考。 　　国家科技基础条件平台中心张渝英副主任，科技部农村与社会发展司许增泰处长，国家质检总局计量司刘新民副司长、科技司张永华副处长以及中国计量科学研究院吴方迪、段宇宁副院长参加了评审会。

近期，为了解国内质谱仪相关企业发展状况，BCEIA质谱评议专家组一行参观调研了北京中科科仪股份有限公司(KYKY)。 　　参观调研的专家有中石化石油化工研究院高级工程师苏焕华、中国农业大学教授李重九、中国地质科学院地质所研究员宋彪、北京矿冶研究总院研究员冯先进，北京航天医学工程研究所研究员刘学博等，军事医学科学院北京蛋白质研究中心研究员魏开华担任调研组组长。中科科仪董事长张永明、副总裁李奇志、市场部经理王泓海等与BECIA质谱评议专家组进行了深入的交流。 　　近年来，国内质谱厂商发展迅速，推出的商业化质谱产品的种类和数量都在逐年增加，主要有GCMS、LCMS、ICPMS、SPAMS、便携式以及在线质谱等。这些质谱产品的关键部件&mdash &mdash 分子泵无一例外地需要进口，其价格几乎占到了一些传统质谱如GCMS整机成本的20%-30% 另外，随着电子、航天、新材料、先进制造工艺等应用不断发展，越来越多的科学实验和高端仪器设备需要小型分子泵来提供高真空环境。 　　中科科仪在上世纪70年代就已经生产出了国内第一台涡轮分子泵 近期又推出了国内首台可任意角度安装的磁悬浮分子泵，因此在分子泵的制造方面具有很强的技术实力和精加工能力。此次BCEIA专家组重点调研了中科科仪真空产品，尤其是新研制成功的分析仪器专用分子泵、磁悬浮分子泵的情况 双方就科学仪器国产化发展，尤其是国产质谱的发展，如何缩小与国外质谱仪等科学仪器及关键部件技术上的差距等问题，进行了深入探讨。 　　BCEIA质谱专家组随后参观了中科科仪分子泵生产线，与一线研发人员进行了深入的交流，详细了解了目前的生产状况、新产品开发等。最后，BCEIA质谱专家组希望中科科仪能够为中国质谱事业的发展做出更大的贡献。 座谈会现场 BCEIA专家组与中科科仪负责人合影 BCEIA专家组与中科科仪负责人合影

近日，广东省卫健委发布了关于《2021年省级卫生健康机构进口产品目录清单的公示》，旨在推进省级卫生健康机构政府采购进口产品目录清单管理，简化程序，提高进口产品政府采购效率。广东卫健委公布进口设备目录清单 内容指出，为进一步推进省级卫生健康机构政府采购进口产品目录清单管理，简化程序，提高进口产品政府采购效率，根据《中华人民共和国政府采购法》等有关要求，经省级卫生健康机构自主申报，广东省健康委组织了专家统一论证，形成了2021年省级卫生健康机构进口产品目录清单。该清单共涉及46个品类仪器，包括磁共振成像系统、高内涵细胞分析成像系统、激光扫描成像系统、生物分子相互作用仪、激光共聚焦显微镜、倒置荧光显微镜、高通量蛋白稳定分析仪等生命科学仪器。其实在2019年，广东省卫健委也公布了省级进口产品清单，不过2019年的清单共涉及到超高速离心机、荧光显微镜分析系统等132个仪器品类。从本次发布最新《进口产品清单》来看，可采购进口的医疗设备数量骤减，从132种降低到46种，标志着卫健委对进口器械的管控更为严格，国产设备进口替代正加速推进。申请进口理由公布 国产/进口差距在哪里？据《中华人民共和国政府采购法》第十三条规定，国产药品和医疗器械能够满足要求的，政府采购项目原则上须采购国产产品，逐步提高公立医疗机构国产设备配置水平。尽管国家多部门都曾发文要求医疗机构同等条件下优先使用国产医疗设备，重点推动三甲医院应用国产医疗设备。但目前来看，公立医疗机构的设备国产化率仍然很低。进口仪器在国内市场很受欢迎，很多大型医院、高等院校、科研院所、国家和省部级检测机构的实验室里，满眼都是进口仪器。为什么会出现这样的现象？广东省卫健委公布的这批名单也清晰列出了申请进口产品的理由，而绝大部分申请理由为“国内有同类产品但无法满足实质要求，确需采购进口产品”。评审专家给出的结论也是诸如“国内同类产品整体相关指数、硬件配置或软件功能难以满足相关医教研工作的实质需求，或国内产品性能不足竞争不充分”等结论。部分专家评议意见 国产、进口科学仪器到底差距在哪里？小编整理出评审专家对这十三个生命科学领域较为高端的科学仪器品类的评述意见，供国产相关厂商参考、了解，也欢迎有相关仪器品类研发的厂商拍板。 一、高内涵细胞成像分析系统二、液氮存储管理系统三、流式细胞仪四、全自动数字化玻片扫描系统五、激光扫描系统六、生物分子相互作用仪七、激光共聚焦显微镜八、荧光显微分析系统九、倒置荧光显微镜十、超高分辨显微成像系统十一、多光谱组织定量病理成像系统十二、高通量蛋白稳定性分析仪十三、核磁共振波谱仪

仪器信息网讯 2013年10月23-26日，第十五届北京分析测试学术报告会及展览会(BCEIA 2013)在北京展览馆隆重举行。借此之机，23日，中国分析测试协会分析测试仪器与技术评议质谱专业组在北京展览馆对国产质谱仪器进行了专场评议与研讨(以下简称为：质谱评议)，本次质谱评议首次仅关注国产质谱。 质谱评议会现场 　　评议会由军事医学科学院魏开华研究员主持，参加评议的专家有：中科院化学研究所王光辉研究员、中石化石油化工研究院苏焕华研究员、中国农业大学李重九教授、北京矿冶研究总院冯先进研究员、国家生物医学分析中心高工赵晓光、中科院科学仪器研究中心于科岐研究员、国家地质实验测试中心李冰研究员、北京疾病预防控制中心刘丽萍、钢铁研究总院胡净宇。 　　会议上，来自广州禾信、上海品傲光电、中科科仪、上海舜宇恒平、安徽皖仪、聚光科技、北京普析通用、北京东西分析以及江苏天瑞的国产质谱仪器及相关设备厂家的产品研发负责人向专家组介绍了各自公司质谱仪器研发、应用的整体情况和最新进展。专家给每一个报告的产品进行了书面评价，包括：创新性、知识产权、性能指标、售后情况及总体评价等，还提炼出了各自的特色技术，并提出了存在的问题与建议。 　　相比于国外，中国的质谱技术起步晚。虽然在上个世纪60年代，北京分析仪器厂曾研制生产过磁质谱，但后来因为各种原因中断，国产质谱真正起步是本世纪初。经过了近10年的发展，目前国产质谱的制造商约10家，已上市或研发中的质谱种类包括单四极杆质谱、飞行时间质谱、离子阱质谱、三重四极杆质谱等。特别值得一提的是，氦质谱检漏仪不仅技术上可以跟国外先进产品相媲美，而且已经在国内多个行业占领了较高的市场份额，它的发展经验值得其他国产质谱企业借鉴。 　　评议专家组认为，&ldquo 国产质谱从无到有，并且有了一支专注于质谱研发的队伍。这是一个巨大的变化。&rdquo 但目前，虽然我们有了国产质谱产品，但在市场推广方面却很艰难，正如国产质谱厂家代表所言，&ldquo 我们现在是在&lsquo 抠&rsquo 市场，但凡资金不紧缺，基本都选择国外品牌。&rdquo 在质谱市场竞争中，国产厂家几乎不堪一击。 质谱评议组专家合影 　　如此境况，国产质谱难以持续发展，一味投入，没有回报，企业坚持也很难。怎么打破僵局?评议组专家和参与评议的企业都提出了各自的看法和建议。 　　专家认为：(1)目前，我们已经可以仿照做出产品，但没有竞争力，除了在提高仪器易用、耐用和可靠性方面下功夫外，当务之急是在此基础上消化成为自己的东西，做出创新。整机创新很难，是否可以局部创新，如灯丝的材料选择，如何让EI到CI源切换更加容易等。(2)根据国家的热点，针对特定的用户，设计专用仪器。(3)国产质谱现在主要的客户群在基层，因而必须在应用上下功夫。针对用户应用需求，提供从样品处理到分析完整的解决方案。 　　总而言之，国产质谱想要突出重围，要做到 &ldquo 技术要新，工艺要实，配置要全，应用要细，服务要精&rdquo ，此外，还需要国家的支持、用户的认可及企业的努力。

2011年10月12-15日，由科技部批准、中国分析测试协会主办的“第十四届北京分析测试学术报告会及展览会(BCEIA 2011)”在北京展览馆隆重举行。BCEIA重要内容之一“仪器评议活动”是由科技部倡导、中国分析测试协会组织、常年召开的一项重要活动。BCEIA是国内外分析仪器厂商在中国展示其最新推出的仪器和技术的窗口，也是“仪器评议活动”的一个重要汇集点。 　　BCEIA 2011展览会期间，中国分析测试协会光谱仪器技术评议组本着公开、公正、公平的评议原则，客观、系统、有针对性地对用户关注的、市场较大的光谱仪器及部件的创新点、特点或发展前景等进行了评述。 　　2011年10月14日下午，光谱仪器技术评议组在完成了本次活动之后，众位专家来到了仪器信息网（以下简称：instrument)的网络直播间接受了采访。接受采访的专家有中实国金国际实验室能力验证研究中心郑国经教授、北京矿冶研究总院高介平研究员、北京矿冶研究总院符斌研究员、地科院地质力学所计子华研究员、国家钢铁材料测试中心余兴研究员。 　　Instrument：本次BCEIA展览会上，国内外分析仪器厂商展出的光谱仪器给各位专家印象最深的是哪些? 　　郑国经教授：本次BCEIA展览会的规模比上一届大，并且展出仪器的水平也有所提高，出现了很多具有新意、性能较好的仪器。国产仪器厂家参展的规模盛大，很多国产仪器厂家推出了新技术产品，进步明显。 　　例如，电感耦合等离子体发射光谱仪应用中氩气消耗一直是用户所关注的问题，而PerkinElmer在最新推出的Optima 8x00系列电感耦合等离子体发射光谱仪中采用平板等离子体技术取代了传统的螺旋负载线圈，减少了三分之一的氩气消耗量，并且由于无需冷却，也就不需要使用冷却水，运行成本大大降低。另外，该仪器中还采用了电子雾化器技术，使雾化效率、进样效率获得充分提高，大大地改善了仪器的检出限，扩大了ICP光谱仪器的应用范围。 　　另一个亮点是安捷伦推出了微波等离子体原子发射光谱仪，使微波等离子体原子发射光谱仪真正商品化。该仪器可直接使用氮气或空气作为工作气体，无需使用易燃或昂贵气体，提高了安全性，大大降低运行成本，还适用于运输不便的边远地区。该款仪器必将在应用上取得比较好的效果。 　　符斌研究员：我们这次光谱仪器技术评议分别采取了参观新产品、举行座谈会的形式，足足进行了三天，主要是因为此次BCEIA展会参展的厂商多、展出的产品丰富、仪器的水平高。 　　我认为，这次展会上光谱仪器方面革命性的新技术主要有：微波等离子体原子发射光谱仪、平板等离子体技术的电感耦合等离子体发射光谱仪、火花直读光谱与辉光放电光谱相结合的光谱仪。另外，美国利曼公司推出的直流电弧光谱仪可以固体直接进样，北分瑞利公司也在研究此类技术。 　　原子吸收光谱已经很成熟了，但也有很多小的改进，例如，岛津公司的原子吸收光谱仪器上安装了震动传感器，当地震以及其它振动超过了设置值，仪器即可停止运行，保证了仪器、人员的安全。 　　 郑国经教授 符斌研究员 　　Instrument：在中国市场中，进口的ICP占据了巨大部分的份额。国内虽然已经有很多仪器厂家生产ICP光谱仪，但是主要还是集中在顺序扫描性的ICP光谱仪。而令人兴奋是，在本次BCEIA展览会上，四家国产仪器厂商都推出了全谱直读的ICP光谱仪，请计子华研究员为我们介绍一下这方面的情况? 　　计子华研究员：这次BCEIA展览会上，北京豪威量、聚光科技、纳克公司、天瑞仪器都推出了全谱直读的ICP光谱仪。当然这几款产品各有其优劣性，还有一些需要进一步改进的地方。但我相信，不到半年的时间，这四款仪器中就会有真正商品化的产品推出。 　　Instrument：请余兴研究员为我们介绍一下辉光放电光谱仪的情况吧? 　　余兴研究员：辉光放电光谱是一个比较新的技术，在镀层分析方面有比较好的应用。但是从前几次BCEIA展览会的情况来看，因为辉光放电光谱的应用具有一定的局限性，各厂家对辉光放电光谱的重视与宣传力度不够。 　　而在这次BCEIA展览会上，HORIBA推出了一款3D 金属光谱仪，是基于火花直读光谱仪与传统意义上的辉光放电光谱仪基础上的一台光谱仪。与传统辉光放电光谱仪相比，该款仪器是一台快速分析的仪器，也能够进行镀层分析。该款仪器采用了直流放电的光源，降低了仪器成本，有利于该仪器的市场推广。其检测器采用了CCD，成本降低的同时也牺牲了部分分辨率，分辨率只达到了微米级水平。但对于一般客户来说，该仪器能够满足一定的需求，所以说该仪器还是一款非常好的仪器。 　　Instrument：请高介平研究员介绍一下原子吸收光谱仪、原子荧光光谱仪的新进展? 　　高介平研究员：原子吸收光谱基本上已经很成熟了。在火焰原子吸收光谱方面，国产仪器与进口仪器之间相差不多，石墨炉原子吸收光谱方面，国产仪器还稍有差距，需要进一步改进。总体来说，本次BCEIA展览会上，展出的原子吸收光谱的新技术不多，但是“小打小闹”的改进很多。例如，原来灯座更多是水平放置，现在很多家已经将灯座竖立起来。我认为，灯座竖起来更合理，好处更多，现在很多国产原子吸收光谱厂家也采用了这一技术。 　　至于原子荧光光谱仪技术方面，金索坤公司推出了高温原子荧光技术，将原子荧光原来只能检测11中元素扩展到了现在能够检测20多种元素。北分瑞利公司推出的新产品中改进了进样器，使得测试只需要1毫升的样品即可。还有的仪器用煤气、天然气取代乙炔气，解决了一些偏远地区没有乙炔气的问题。 计子华研究员、高介平研究员、余兴研究员 　　Instrument：各位专家对于国产光谱仪器未来发展有何建议? 　　郑国经教授：从本次展会展出的光谱仪器来看，发展趋势主要有：虽说光谱仪器已经很成熟了，但从此次展会来看，仪器技术还在不断发展，光谱仪器新产品不再一味追求极限指标，而是向着实用性、绿色、低碳等方向发展。例如，安捷伦推出的微波等离子体原子发射光谱仪可直接使用氮气或空气，无需使用氩气，节约了能源，也符合绿色环保的要求。另外，光谱仪器新产品的定位也转向了解决实际应用的方面，这一点在本次展会上表现的尤其突出。 　　本次展会上国产仪器厂商展出的规模中增大了，展出的仪器数量也增加了，推出的新仪器技术水平更是提高了很多，这些都说明了国产光谱仪器正向着国际先进水平发展。如，中阶梯光栅和CCD检测器技术一直为国外厂商所独有，国内仪器厂商一直以来没能掌握。而这次展会上，国内几家公司都推出了相关的产品，对于国产仪器发展来说是一个很好的开端。 　　采访编辑:刘丰秋

仪器信息网讯 8月25日，厦门质谱仪器仪表有限公司新产品&mdash &mdash &ldquo 全二维气相色谱/快速气相色谱-飞行时间质谱联用仪&rdquo 的专家评议会在厦门大学国家大学科技园召开。评议会由中国仪器仪表学会分析测试分会秘书长刘长宽主持，由中国科学院院士陈洪渊担任评议会组长。参加此次会议的还有中国质谱学会理事长研究员李金英、中科院化学所研究员王光辉、江西省质谱科学与仪器重点实验室主任、教授陈焕文、中国分析测试协会研究员汪正范、中国气象局大气环境研究院研究员徐晓斌、厦门大学环境科学系教授王新红和中国质谱学会领导研究员苏玉兰、副研究员肖国平。 　　陈洪渊院士、李金英理事长、王光辉研究员等专家进行实地考察 　　厦门大学机电系教授何坚 做产品研发报告 　　专家评议组成员合影 　　评议会专家组首先实地参观考察了厦门质谱公司研发基地，然后听取了该项目的产品研发报告、查新报告、自测报告、用户报告、专利及企业标准，审查了有关技术资料，并进行了现场考查与质询，一致认为厦门质谱仪器仪表有限公司研发的 &ldquo 全二维气相色谱/快速气相色谱-飞行时间质谱联用仪&rdquo ，是国内首款具有自主知识产权的气相色谱-飞行时间质谱联用仪。该仪器设计先进合理，加工和制作精密可靠，测试方法严密有效 仪器的质量范围、分辨率、灵敏度、采谱速度和测试重复性等各项指标均已达到目前国际同类产品的先进水平。专家组建议：继续加大产品的研发投入力度，并积极争取国家支持 加强产品的应用开发 做好市场开发工作，使产品尽早投放市场。 　　&ldquo 全二维气相色谱/快速气相色谱-飞行时间质谱联用仪&rdquo 的研发成功为打破国外厂家的长期垄断和推动国产质谱的发展具有重要意义。该仪器配备了采集与控制和数据分析两套软件。采用面向对象型和模块化方式开发软件，功能丰富强大，界面简洁直观高效，不仅能完全实现自动化控制和谱图采集，而且能实现数据批量处理 该软件还能与NIST 2014数据库对接，迅速获得相应的图谱和结构信息。仪器的自动调谐和谱图处理等软件算法技术达到国际先进水平。该项目共申请6项发明专利(已授权2项)，以及软件著作权6项(已授权1项)。项目产品经用户测试，其检测精度较高，稳定性好，达到了国家产品标准。该仪器可以广泛应用于石油化工、香精香料、烟草酒业、食品安全、环境监测和中药鉴定等领域，对分析复杂样品尤为重要。 　　 GCxGC-TOFMS(iTOFMS-2G)的实物外观图 　　 Fast GC-TOFMS(iTOFMS-1G)的实物外观图 产品介绍 　　全二维气相色谱-飞行时间质谱联用技术(Comprehensive Two-dimensional Gas Chromatography-Time of Flight Mass Spectrometry, GCxGC TOFMS)是近十年以来，国际上发展最迅猛的色质联用技术之一，是色谱-质谱联用技术发展的一个最新趋势。相比于常规气质联用具有高通量、高分离度和高灵敏度等显著优势，是解决复杂体系中全组分和痕量组分分析的最佳方案，逐渐成为石油化工、香精香料、烟草酒业、食品安全、环境监测和中药鉴定等领域的必备分析仪器。 　　快速气相色谱-飞行时间质谱联用技术(Fast Gas Chromatography-Time of Flight Mass Spectrometry, Fast GC-TOFMS)是当今最具潜力的气质联用技术之一，并已经得到了广泛的实践证明。与常规气质联用相比，能够提高3~6倍的分析速度(在保证足够的分辨率的条件下，只需十分钟就绝大数中等或中等高度复杂混合物的分离与分析)。不仅极大地提高了工作效率，节约了时间成本，而且对色谱柱的要求低，显著减小了对仪器的污染，降低了维护和使用成本。 研发团队和公司： 　　何坚教授带领他的研发团队，经过两年多夜以继日的辛勤努力，开发出了中国首款具有完全自主产权的商品化小型台式气相色谱-飞行时间质谱联用仪。它具有高分辨、高灵敏度和高采集速度的优异功能，实现了与全二维气相色谱/快速气相色谱的完美对接。 　　厦门质谱仪器仪表有限公司(简称厦门质谱公司)成立于2012年，是国内一家专注于飞行时间质谱器技术研发与生产的新兴企业。去年9月成为江苏天瑞仪器股份有限公司(以下简称天瑞仪器)的控股子公司。厦门质谱公司总经理、厦门大学机电系(原科学仪器工程系)何坚教授师从中国质谱先驱季欧教授，多次担任质谱仪研制重大国家项目的技术负责人，曾研发成功国内首台高分辨率电喷雾离子源飞行时间质谱仪(2002年)。厦门大学机电系(原科学仪器工程系)是国内最早(1983年)、也是目前国内非常少的、具有以质谱仪研制为科研方向的工科院系。因此，厦门质谱公司传承了厦门大学三十余年质谱技术的研究经验与成果。 　　天瑞仪器在2012年一次推出GC-QMS、LC-QMS和ICP-MS三款质谱产品之后时隔2年，质谱仪产品家族又增添新的成员-全二维气相色谱/快速气相色谱-飞行时间质谱联用仪。至此，天瑞仪器在气质联用领域形成了从GC-QMS到GCxGC/Fast GC-TOFMS的高低搭配，形成完整的气质联用解决方案，成为目前国内质谱产品最全的厂家。去年天瑞仪器年报显示GC-QMS销售22台，创下迄今为止国产质谱的年销售最佳成绩。这表明天瑞仪器质谱产品已经逐步被国内用户认可，市场前景良好。

“国家计量基标准（化学部分）资源共享平台” 通过专家评议 　　2009年5月24日，国家科技基础条件平台中心在我院召开了“国家计量基标准(化学部分)资源共享平台”共享能力评议会。该平台在完善机制建设的基础上，以跨部门、跨领域、跨地区的分布式化学计量实验室网络为组织形式，服务区域遍及全国和亚非、欧美地区。已在食品安全、环境检测、临床与大众健康等国计民生方面取得了显著的社会成效，特别是在应对2008年地震水质污染、奥运食品中兴奋剂检测、原料乳中三聚氰胺快速检测等社会焦点问题中，成功的技术攻关和应用，取得了重大社会影响。在新材料性能检测、应对国际贸易壁垒、提升工业产品竞争力方面也取得了巨大的经济效益。 　　三年多来，我院联合43家参建单位对化学成分量、生化成分量和物化工程量等学科和食品、环境、大众健康、机电产品应对欧盟RoHS指令、能源与材料等应用领域的现有高端测量资源进行了整合和完善。完成了资源调查报告12份、制定管理技术文件41份 整合制定国家标准、检定/校准规范35项,完善测量方法110项 新增标准物质189项，开展国际比对65项，申报成功国家测量与校准能力178项，组织国内比对/能力验证22项 收集、整理化学计量基标准资源信息7800余条 开展国内外培训和交流活动，直接受训和交流人数达2000多人次 建立了涉及化学计量基准、标准、参考方法、参考实验室以及相关政策和技术法规的网络信息服务数据库 通过门户网站(www.nams.cn)、出版系列丛书、举办专业性培训班和学术交流会、开办网上学习课堂等多种方式，实现了信息资源的全社会共享 通过提供计量基标准技术服务、标准物质发售、参考方法的推荐使用、标准规范的颁布实施等多种渠道，实现了实物资源的社会共享。 　　专家组在听取了我院化学分析所副所长马联弟研究员做的平台评议报告后，对该平台的建设成果及其共享服务的效果表示十分满意。特别对本平台跨部门、跨领域、跨地区的组织形式 服务于食品、环境、大众健康等重要领域的明确的针对性 通过国际比对和国际合作检验平台成果，实现国际接轨的工作模式等特色给予充分肯定。并建议有关部门对该平台给予政策和长期稳定的经费支持，进一步完善硬件条件及实验环境，以目前的成果为契机，不断做大做强，以提升我国化学计量基标准的质量与共享能力，支撑科学技术、国民经济和社会的持续发展。该意见将为科技部、财政部确定平台转入运行服务阶段提供决策参考。 　　评议专家组由张玉奎院士、邓玉林教授、张新荣教授等9位专家组成。科技部平台中心，国家质检总局科技司、计量司的有关领导及我院吴方迪、段宇宁副院长参加了此次评议会。

11月7日上午，国家大型科学仪器中心新认证中心专家评议会在同济大学上海地面交通工具风洞中心召开，副校长蒋昌俊出席并致辞。科技部条财司条件处、计划司平台处、国家大型科学仪器中心、上海市科委以及相关行业的领导和专家出席了会议。 　　会议由评审专家组组长、国家自然科学基金委综合计划局局长、国家大型科学仪器中心领导小组成员徐金堃研究员主持。我校风洞中心杨志刚教授向与会领导和专家作了关于汽车整车风洞申请加入国家大型科学仪器中心平台的汇报，详细介绍了风洞中心概况、相关学科、建设目标、运行模式、服务方式等方面的内容。 　　专家组认真听取了风洞中心的申请汇报，高度评价了汽车整车风洞在服务和支撑汽车企业自主研发、行业共性技术研究，高水平的基础理论研究和应用研究、对外交流与合作和人才培养方面发挥的卓有成效的作用，积极肯定了汽车整车风洞在推进大型科学仪器开放、共享等方面取得的成绩。经过充分讨论和评议，专家组达成一致意见，建议汽车整车风洞纳入国家大型科学仪器中心平台系列。 　　会前，与会专家参观考察了风洞中心实验室，听取了相关大型仪器设备的运行情况介绍。

7月8日通过专家评议的“国家标准文献共享服务平台”已实现了标准动态信息采集、编辑、发布，标准文献检索，标准文献全文传递和在线服务等功能，在很大程度上解决了获取标准信息难和标准资源重复建设等问题。 　　据介绍，该平台是国家科技基础条件平台重点建设的6个项目之一，由国家质检总局牵头，中国标准化研究院承担。经过3年建设，已完成项目任务书规定的各项任务。该平台以国家标准馆的信息资源为基础，在全国31个省市地方标准化研究院和62个行业部门范围内，对国家标准、行业标准、地方标准与地方法规以及重要国际组织的标准、国际知名的学会和协会标准、发达国家和我国主要贸易国的国家标准等各类国外标准信息资源进行了整合。目前“标准文献平台”已形成了文摘题录数据库、全文数据库和内容揭示数据库等3种不同类型的数据库，可为不同需求的用户提供专业化标准信息服务。 　　据了解，该平台采用门户网站服务机制、协同服务工作机制、特殊对象服务机制、跟踪服务机制、咨询服务机制等五种形式的共享机制向社会服务，注册用户已达174015个，拥有重要用户1000多家。

近日，受国家标准技术评审中心委托，省计量院牵头完成《阿拉伯联合酋长国G/TBT/N/ARE/552计量仪表》WTO/TBT通报文件的技术评议任务，为浙江省电力仪表产品进军阿联酋等一带一路沿线国家扫清技术壁垒，助推国内、国际国内双循环高质量发展之路。 　　近年来全球各国正在全方位推进智能电网的建设，大幅拉动了一带一路发展中国家智能电表市场需求。据2021年统计，我国向亚洲各国出口电能表产品出口金额超过30亿元人民币，出口金额和数量在全球各洲排名中均位居首位，其中浙江省出口金额占比超过60%。 　　在省局计量处大力领导和支持下，省计量院联合国网浙江省电力有限公司营销服务中心，积极组建包含检测机构、电力用户以及电能表生产企业等多方代表组成的评议专家工作组，克服阿拉伯语言障碍，圆满完成技术草案的各项技术评议，针对文件中C级电能表阻尼振荡波技术要求高于我国标准要求部分，依托国家电能表产品质量检验检测中心开展充分的验证分析，针对各电流之间比例关系等不合理之处，给出参照我国现行标准修改建议，评议专家组一致认为该文件不会对我国的电能表出口阿联酋造成技术壁垒。 　　在国家新发展格局和浙江省以创新驱动高质量发展理念下，省计量院将充分认识开展C级等高端电能表技术再创新的重要作用，加大研发投入、持续改进产品工艺，不断提升我国高端电能表产品品质，在消除贸易技术壁垒的同时，积极将高质量产品、高品质服务延伸到阿联酋等一带一路沿线国家。 　　WTO/TBT通报评议是指在《技术性贸易壁垒协议》(TBT协议)的框架下，一国在规定时间内针对WTO其他国家发出的通报中不符合TBT协议的内容提出意见和问题。开展WTO/TBT通报评议，对于我国打破技术性贸易壁垒、保护国家和出口企业利益具有重大意义。

欧洲食品安全局(EFSA)将于7月开展公众评议会议，更新及延长对欧洲双酚A(BPA，一种用于食品接触材料和其他产品中的物质)的暴露评估。据悉，该机构最近一次有关BPA的暴露评估是在2006年，此次新评估将标志着一个重大的更新，包括对饮食和非饮食来源(包括热敏纸、吸入剂和灰尘)。目前，EFSA的专家已经在评估BPA对人类健康潜在风险方面取得了显著进步，但是仍需要更多时间评估在动物研究中发现的关键的健康影响及其与人类健康可能的相关性。 　　所有的利益相关方和有兴趣方可在2013年7月中旬至9月中旬通过一个在线公开评议网站提交有关对BPA暴露评估草案的评论意见。在2014年初的第二个阶段，EFSA将在最终敲定科学意见之前公开征询对人类健康风险评估方面的意见。为了公开性和透明度起见，EFSA将继续提供有关重要科学工作进程的常规更新。

关于开展2016年度教育部重点实验室评估综合评议工作的通知　　有关高等学校：　　2016年度教育部重点实验室(以下简称实验室)农林、生命医药领域评估的会议初评和现场考察阶段已结束。根据《教育部重点实验室建设与管理办法》和《教育部重点实验室评估规则(2015年修订)》(教技〔2015〕3号)有关规定，按照初评得分占60%、现场考察得分占40%的方式，计算参加现场考察的各实验室分数并从高到低排序，每组成绩靠后20%的实验室将参加综合评议。根据分数，“生物技术与资源利用”等30个实验室需参加综合评议(名单见附件)。现将有关事项通知如下：　　1.综合评议将于2016年12月1-2日在地大国际会议中心举行(中国北京市海淀区学院路29号，中国地质大学(北京)校内，联系电话：010-82323888)。　　2.综合评议分为农林和生命医药两组，每组由7-11位专家组成综合评议专家组。　　3.参加综合评议的实验室，原则应由实验室主任到会做工作报告，并对专家提问进行答辩。主要介绍实验室代表性成果和优势特色、存在问题和不足、发展规划和设想等。报告时间30分钟，答辩10分钟。综合评议不接受旁听和观摩。　　4.综合评议环节委托教育部科技发展中心作为评估机构负责具体实施。请各依托单位和实验室认真学习评估规则，做好评估准备工作。科技发展中心近期将以邮件方式通知具体时间安排和相关要求。　　联 系 人：科技司基础处 邵海涛　　电子邮箱：kjsjcc@moe.edu.cn　　联系电话：010-66096301　　附件：2016年度农林、生命医药领域教育部重点实验室综合评议名单.doc　　教育部科技司　　2016年11月15日2016年度农林、生命医药领域教育部重点实验室综合评议名单

p 　　 strong 仪器信息网讯 /strong 2015年10月27日，第十六届北京分析测试学术报告会及展览会(BCEIA 2015)在北京国家会议中心隆重召开。作为展会同期活动由中国分析测试协会仪器评议组组织的质谱类仪器现场评议活动顺利进行。会议由北京蛋白质组中心研究员魏开华主持。 /p p style=" TEXT-ALIGN: center" 　　 img title=" IMG_8206wei.jpg" src=" http://img1.17img.cn/17img/images/201510/insimg/3ad4c516-264f-4fad-9783-218dc2ca128d.jpg" / /p p style=" TEXT-ALIGN: center" 北京蛋白质组中心研究员 魏开华 /p p 　　此次评议活动的内容安排分两个部分进行，上午进行“国产GCXGC-TOFMS现场测试评议”情况汇报、质谱仪器指标与质谱仪器验收标准现状与建议、聚焦质谱灵敏度(由安捷伦工程师作报告)、质谱仪器专项成果交流等内容。下午聚焦质谱技术快速检测微生物。评议组特别邀请了国家生物医学分析中心教授杨松成作了题为“ 微生物质谱检测方法与应用综述”的报告。同时活动邀请了毅新博创、布鲁克和岛津工程师作报告。 /p p 　　魏开华向参会人员介绍了中国分析测试协会质谱仪器评议组近期举办的“3300型全二维气相色谱--飞行时间质谱仪(GC× GC-TOF MS)” 现场测试和评议活动概况。该仪器由北京东西分析仪器有限公司(以下简称“东西分析”)与广州禾信仪器有限公司(以下简称“广州禾信”)联合研制。其中，气相色谱及调制器由东西分析负责研制，TOF-MS由广州禾信负责完成。双方领导及技术人员均全程参加仪器测评。 /p p 　　现场评议专家首先听取了研制单位所做的技术报告，对核心技术和已有数据进行了交流和讨论，并对测试方案进行了优化和细化，主要内容是技术指标(灵敏度，准确度，分辨率，定量能力，定性能力(简单混合物)和复杂样本分析(柴油)。 /p p 　　研制单位东西分析提供了2台仪器进行现场同步测试。其中一台负责市售柴油的全组分分析，另外一台开展技术指标测试。由于时间的关系，该仪器更多的技术指标由研制单位随后继续进行，主要包括: 质量范围，定量范围，质量稳定性及仪器整机其它性能。专家们对上述测试内容提出了关键性技术要求。 /p p 　　评议组认为，复杂组分的高通量、快速、准确鉴定，是当前质谱分析中的热点和难点，全二维气相色谱-飞行时间质谱是当前广受关注的分析系统之一，国外仅两家有商业化产品。北京东西分析与广州禾信联合研制的3300型全二维气相色谱-飞行时间质谱仪，自主研制了环形四喷口调制器这一核心部件，采用独立控温的双柱温箱结构，克服了二维色谱之间的温度干扰。自主研发的飞行时间质谱系统技术较成熟，性能较优异。该仪器预计在石油、食品、环境等领域具有良好的应用前景。 /p p style=" TEXT-ALIGN: center" img title=" QQ截图20151027224938苏.jpg" src=" http://img1.17img.cn/17img/images/201510/insimg/ac18e436-139f-4a43-b72e-130268bb51e6.jpg" / /p p style=" TEXT-ALIGN: center" 中石化石油化工研究院高级工程师 苏焕华 /p p 　　在讨论环节，中石化石油化工研究院高级工程师苏焕华认为，目前国产仪器的主要瓶颈已经不是关键部件的问题了，在一些选题方向上应该认真思考。全二维技术是色谱技术发展的最前沿，相对于一维色谱，其峰容量呈几何级数增加 而飞行时间质谱是上个世纪90年代开始换发青春的质谱技术，全二维色谱技术与飞行时间质谱技术的有机结合，必有发展前途。 /p p style=" TEXT-ALIGN: center" 　　 img title=" IMG_8208.jpg" src=" http://img1.17img.cn/17img/images/201510/insimg/71ef33db-d110-4465-ab71-044c0d6b828c.jpg" / /p p style=" TEXT-ALIGN: center" 国家生物医学分析中心教授 杨松成 /p p 　　国家生物医学分析中心教授杨松成作了题为“微生物质谱检测方法与应用综述”的报告。MALDI-TOF-MS在微生物检测方面主要应用在细菌学、病毒学和真菌学方面，在细菌学领域的应用较多。细菌学主要涉及临床细菌学、抗药性细菌的检测、细菌的归属和分类、食品和水中细菌的检测、环境中的细菌学和军事生物战剂相关的细菌学。MALDI-TOF-MS在微生物检测方面相对于常规标准方法成本要低很多。基于MALDI-TOF-MS微生物鉴别的系统Bruker MALDI-Biotyper CA和Vitek MS及其软件在世界有广泛应用。这两个系统分析原理相似，但是其数据系统的构成和检索是有差别的。另外，MALDI-TOF-MS病毒学方面，主要涉及临床病毒诊断和病毒的分类、病毒的流行病和耐药性研究 在真菌方面，主要涉及临床真菌学、真菌抗药性研究和分类。 /p p 　　杨松成在报告中对用于微生物检测的各种方法如：传统的细菌培养法、免疫法、DNA测序法和MALDI-TOF-MS法各自的优缺点进行了对比分析，认为MALDI-TOF-MS是微生物实验室很有价值的工具，将来很有可能取代目前的分子检测技术。 /p p 　　来自安捷伦、毅新博创、布鲁克和岛津工程师分别作了涉及质谱检测的灵敏度、MALDI-TOF质谱检测微生物最新技术与应用的精彩报告。 /p p style=" TEXT-ALIGN: center" img title=" QQ截图20151028005851-1.jpg" src=" http://img1.17img.cn/17img/images/201510/insimg/f0b4a691-dbc4-4664-ac04-5f970682b5b0.jpg" / /p p style=" TEXT-ALIGN: center" 安捷伦、毅新博创、布鲁克和岛津工程师作报告 /p p style=" TEXT-ALIGN: center" img title=" IMG_8211.jpg" src=" http://img1.17img.cn/17img/images/201510/insimg/f036ff1b-3224-4822-b072-6ad776b1aa6f.jpg" / /p p style=" TEXT-ALIGN: center" 评议现场 /p
